Travel authorization for children and adolescents will become even easier with the use of technology. Through a simple videoconference between the father and mother and the registry office, it will be possible to issue an electronic document with a QR Code to be used when boarding at airports across the country.
The only requirement is the use of a digital certificate to electronically sign the document. The change was authorized through the Provision no. 120/2021 of the National Justice Department and is valid for cases in which judicial authorization is not required.
The issuance of the Electronic Travel Authorization (AEV) must be made exclusively through the SSystem of Electronic Notarial Acts (e-Notarial). If parents are unable to make the videoconference, they can still request the document on the website and go to the notary indicated by the system to sign the document.
e-Notariado is a notary services platform that allows access to notary services from all over Brazil in a fully digital way, without the need to attend a physical notary.
To sign the document, the digital certificate, the I-Brasil or the notarized digital certificate are accepted. To request the e-Notarial certificate, the citizen needs to go to the notary office accredited as certifying authority by the Notarial College and take identity and proof of residence.
It is also possible to prove identity through videoconferencing on the platform itself. The issuance of this certificate is free of charge and covers only notarial acts.
The electronic travel authorization has the same validity as the private instrument issued in physical form and must be presented to the Federal Police and road, sea or airport transport companies. It contains the access key and the QR Code for consultation and verification of authenticity on the internet. It is issued for the period or event to be indicated by the parents or guardians of the child or adolescent, up to a limit of two years.
Reduction of bureaucracy
Since 2011, with the CNJ Resolution n. 131, there has been progress in the granting of travel authorization for children and adolescents in Brazil, through the regulation of its extrajudicial modality, that is, without the need for authorization from a Justice body.
As a result, there was a reduction in the judicial service, with a consequent reduction in public spending, and greater ease for mothers and fathers to authorize their children to travel without any damage to the essential safety and physical integrity of children and adolescents.
With Provision no. 103/2020, AEV was instituted for national and international travel by children and adolescents up to 16 years of age, unaccompanied by both or one of their parents.
