The National Civil Aviation Agency (ANAC) and the Brazilian Federal Revenue Service signed a t ordinance establishing the Brazilian Integrated Authorized Economic Operator Program (ANAC-Integrated AEO). The measure establishes certification rules for companies exporting cargo using air transport, improving safety at all stages of handling cargo to be exported, in addition to facilitating air transport and increasing the efficiency of the flow of goods in foreign trade operations.
Certification must be requested from the Federal Revenue Service, using the OEA System form, available on the Single Foreign Trade Portal. Companies that comply with the rules will have access to benefits such as priority scheduling for unloading cargo at terminals; and segregated and priority flow as cargo known by airports and airlines, without the need for primary inspection of cargo volumes.
Validations in the certification process or local inspections, if necessary, may be carried out by ANAC, which will use criteria from Brazilian Civil Aviation Regulation (RBAC) No. 109 and Supplementary Instruction 109.001, in addition to risk management tools. This verification stage may also involve the participation of the Federal Revenue Service.
History
RBAC 109, published in February of this year, is the result of extensive work by the Agency's technical area to bring the concept of a secure cargo chain to civil aviation. The work involved a pilot program, developed in 2021, with the collaboration of nine exporting companies (Embraer, Latam, Azul Linhas Aéreas, GE Aviation, Siemens Healthcare, Stihl, Flex, Volkswagen and General Motors).
