The aircraft that were stuck at Salgado Filho Airport, in Porto Alegre (RS), due to the floods of recent weeks, will begin to be removed from the airport complex this Saturday, June 8th. The operation envisages the removal of 9 out of a total of 47 planes that were stranded due to flooding at the airport, which has had its operations suspended since May 3rd.
The operation to remove the aircraft, of an exceptional nature, was authorized by the National Civil Aviation Agency (Anac) through the adoption of safety procedures and actions by the air operators and the airport istration. The measures were adopted in coordination with the Airspace Control Department (Decea), air operators and Fraport Brasil, Salgado Filho's concessionaire.
To obtain authorization to remove the Salgado Filho aircraft, it is necessary for the companies and individuals responsible for the planes to adhere to a liability agreement. A risk assessment is also required by each air operator with a view to obtaining special flight authorization, as the airport's operations are suspended.
The removal of aircraft must occur at times pre-defined by Fraport Brasil in conjunction with the air traffic service.
According to Ordinance No. 14.654, of May 20, 2024, issued by Anac, regular air operations at Porto Alegre Airport remain suspended for an indefinite period. Exceptional aircraft transfers do not allow the airport to be opened for commercial flights with engers.
Procedures for operators to request the withdrawal of aircraft
Air operators interested in removing their aircraft from Salgado Filho Airport must request a Special Flight Authorization (AEV), including a risk analysis of the operation, especially in relation to infrastructure aspects.
The AEV request must be made via electronic petition on the Electronic Information System (SEI), selecting the process type “Airworthiness: Special National Flight Authorization (AEVN)” and attaching the AEV request form. To speed up the analysis of the process, it is recommended that payment of the Civil Aviation Inspection fee (TFAC) be made, preferably, via PIX.
It is necessary to follow the necessary procedures for requesting an AEV, such as filling in the information regarding the aircraft data, RETA insurance, the planned flight, the purpose of the flight, the applicable operational restrictions, the Service Order number where the inspection of the aircraft was ed and the assessment of the safe condition for carrying out the flight, including the applicable annexes and signatures.

Regarding operational aspects, the company must present the risk analysis and assessment, in order to guarantee operational safety for the required flight, in accordance with subpart M of the Brazilian Civil Aviation Regulation (RBAC) nº 135, The objective is to demonstrate that said aerodrome is suitable for the requested operation, in accordance with section 91.102 (d) of RBAC nº 91.
The risk analysis must include the information below:
- Identification of existing hazards, especially those related to the condition of the infrastructure (yard, runways, signage, etc.).
- Contingency procedures adopted by the air operator in conjunction with the airport operator, to assess the condition of the infrastructure and ensure its suitability for the proposed operation.
- Proposal for mitigating actions in conjunction with the airport operator for the assessed risks.
- Declaration from the responsible manager and the company's Operational Safety manager, attesting to the viability and safety of the operation.
