The National Civil Aviation Agency (ANAC) has revoked its decision, adopted on May 30, to suspend operations for the domestic air transportation of mail, a service provided in the country by the Brazilian Postal Service (ECT). The suspension was to take effect this Wednesday, June 4, but was revoked upon the presentation by the Brazilian Postal Service of a plan to implement the requirements necessary to guarantee the safety of operations and an operational agreement signed between the Brazilian Postal Service and the airlines involved. The agreement provides for a commitment to adopt risk mitigation measures with a detailed schedule of actions by both parties.
The decision to suspend the service had been taken by Anac in light of the demonstrated lack of capacity of the Post Office to operate in full compliance with the safety requirements applicable to this type of transport, especially with regard to procedures for identifying and handling dangerous items.
The decision came after a cargo plane from Total landed in Guarulhos with the beginning of a fire caused by a charge of lithium-ion batteries in cell phones.
After the precautionary decision, the Post Office immediately adopted mitigating measures to resolve the identified failures. Among other measures, the most relevant was the implementation of X-ray inspection on cargo destined for air transport.
It is the responsibility of the Post Office and air operators certified by ANAC to ensure that the cargo transported complies with safety standards, including preventing the shipment of items classified as dangerous. National and international rules issued by civil aviation authorities limit this type of transport due to the safety risks involved.
In inspection actions, Anac identified situations that indicated the inappropriate shipment of items subject to restrictions, which led to the adoption of preventive measures in December 2024 to avoid incidents involving the transportation of dangerous items.
Between February and April 2025, the Agency intensified inspection actions in different locations in the country and found non-compliance with the established requirements. As a result, it ordered the suspension, starting June 4, of the Correios' air mail transportation operations until the company and its contracted operators demonstrated their capacity to carry out this type of operation.
The implementation plan stages of the requirements will be monitored by ANAC. Any failure to comply with them may lead to the precautionary interruption of national air transportation of mail. The service is currently provided by the Brazilian Postal Service through the contracting of the companies Total Linhas Aéreas and Sideral Linhas Aéreas, operators certified by ANAC.
