The City of Campinas published in the Official Gazette of the Municipality this past Thursday, April 1st, a public call notice for companies and consortia to present studies for the implementation of an 18-kilometer urban rail modal, between the Campinas Railway Yard, in the Center, and Viracopos International Airport.
Companies must present preparatory technical studies that will the modeling of a concession for the implementation and operation of the future branch line.
"It is the first step of an important project for the Metropolitan Region of Campinas, which will link the city center to the Campo Belo region and Viracopos International Airport by rail.”, said Mayor Dario Saadi.
According to Transport Secretary Vinícius Riverete, the studies presented will indicate whether the most viable model will be a public-private partnership (PPP) or a concession.
“We want to diversify public transport options in the city, using viable business models for the citizen, the private sector and the government”, he said.
The Expression of Interest Procedure (PMI) takes place after BYD do Brasil proposes carrying out technical studies to implement and operate the SkyShuttle branch in Campinas, the first 100% electric vehicle with rubber wheels, which runs on an elevated track, with automated driving system.
Unlike its Skyrail system, a suspended monorail that will be implemented on line 17-Ouro of the São Paulo subway and in the Salvador Metropolitan Region, the SkyShuttle, also elevated, travels on two rails, like a kind of VLT with tires.
This system is being proposed by BYD at the PMI opened by the government of Espírito Santo, for a branch linking the municipalities of Serra and Vitória.
According to the Chinese company's proposal, the rails can be built in adjacent areas or central construction sites and inserted in urban areas, and in operation, labor costs are considerably reduced with technologies such as automatic start, autonomous activation, among other items.
According to the company, SkyShuttle reduces the impact of greenhouse gas and particulate emissions and the use and dependence on fossil fuels.
The system allows the reduction of the curve radius to a minimum of 15 meters, which allows, according to the Chinese company, the vehicle to be easily integrated into the road system.
Municipal Program
The Management Committee of the Municipal Public-Private Partnerships Program, in an extraordinary meeting on March 19, authorized the realization of the project for studies on the implementation of the urban railway branch. With the publication of the public call, other interested companies will also be able to make proposals.
The PMI is an instrument in which companies interested in a certain investment can finance preliminary studies, presenting the type of contract that should be adopted in the PPP, the counterparts that the government should give, in addition to presenting a schedule for the project to become viable.
Those interested must present projects, surveys, investigations and studies for the technical, operational, economic-financial and legal modeling related to the modal.
They will also include the implementation, management, operation and maintenance of the system, through low-carbon technology, more sustainable and efficient, with rolling stock that operates on rails.
Interested legal entities will have 30 days to submit an application to carry out the studies. Those selected will have 90 days to present their studies and projects.
A commission will evaluate the best project – which may be used in whole or in part – in the preparation of public notices, bidding contracts for the concession of construction and operation of the system.
If the company's expression of interest is selected by the Municipality, but it does not win the bidding process for the implementation and operation of the railway branch, the Municipality must consider the total value of the study to be reimbursed by the winning bidder.
