With the objective of, once again, contributing to the normality of electoral processes and to democracy in the country, the Armed Forces are finalizing the preparations for the security operations and logistical that will take place from the next October 2nd.
According to figures updated by the Ministry of Defense (MD), 4.578 polling places will receive security from approximately 34 soldiers from the Navy, Army and Air Force.
Safety – Under the coordination of the MD, the Armed Forces will act in security (Guarantee of Voting and Counting (GVA) in 456 municipalities in 11 states: Acre (19 municipalities), Alagoas (2), Amazonas (29), Ceará (10) , Maranhão (100), Mato Grosso (29), Mato Grosso do Sul (9), Piauí (84), Pará (78), Rio de Janeiro (92) and Tocantins (4).
The actions must take place in conjunction with the public security bodies, in response to the request of the electoral authorities. Thus, the military help maintain order in places where reinforcement is needed, in of federal, state and municipal agencies.
logistical – Logistic , in turn, covers 38 municipalities in nine states: Acre (5), Amapá (1), Amazonas (13), Maranhão (1), Mato Grosso (5), Mato Grosso do Sul (1), Rio de Janeiro (2), Roraima (9) and Tocantins (1). A municipality, of course, can contain more than one locality.
Protocol of Intent – On September 9 of this year, the Ministry of Defense and the Superior Electoral Court (TSE) signed the TSE Protocol of Intentions No. 93/2022, which establishes the criteria for cooperation between the institutions for the 2022 electoral process. based on the Federal Constitution and the Electoral Code, among other laws and decrees.
Of the various clauses and paragraphs, the document establishes that “The role of the Armed Forces does not replace the constitutional attributions of the local Public Security Bodies (PSO)”.
Thus, the troops must be prepared to act when there is a need or insufficiency of local means, under the responsibility of the highest local military authority and in constant coordination and cooperation with the judicial authority of the region.
