Digital document can be done remotely by videoconference and ensures parental permission for children to travel unaccompanied or accompanied by only one guardian
As of August 2nd, parents of children under 16 years of age who need to travel alone or accompanied by only one parent or guardian can apply for a Travel Authorization electronically, performing the notarization procedure via videoconference and receiving the document. physically or digitally for validation at the airline's counter, by reading the QR Code on the cell phone or on paper.
The so-called Electronic Travel Authorization (AEV), which in its first phase covers national air travel, and will soon be valid for international, land and water travel, was regulated by the National Council of Justice (CNJ) through Provisions No. /103 and nº 2020/120, and developed by the Notarial College of Brazil – Federal Council (CNB/CF) and it is a digital-born document.
For the president of the CNB/CF, Giselle Oliveira de Barros, the development of this new act is an important step for the country towards reducing bureaucracy and digitizing procedures.
“Electronic Travel Authorization is a revolution that integrates the legal security of Notary Public Offices into the daily lives of many families who need to authorize their children to travel unaccompanied. The online document responds to the demands for digital services, ease and practicality that have become even more prominent during the pandemic and avoids travel and additional expenses”, Explica.
With AEV, the minor or responsible companion will be able to access their document through an Android or IOS cell phone application and present it by QRCode at airport service counters, which will avoid loss of printed documents during the trip and ensure the constant updating of data and permissions, and those responsible may cancel the act remotely.
The physical model will remain available, being carried out through notarization, done in person by those responsible for the minor at the Notaries Office, on a physical form that must be completed and printed.
How to perform the act
The process of issuing the Electronic Travel Authorization is carried out through the platform e-Notarial, national digital environment for carrying out notarial acts, where those responsible must open a request through the “citizen” area of the website, filling in the necessary information.
With the completed application, applicants will be able to choose whether they prefer to issue the digital document in person, at the service desk of the notary office closest to the zip code of residence, or completely remotely, through videoconferencing.
For the issuance of the act by videoconference, the parents must have an I-Brasil standard digital certificate or Notarized Certificate, also issued free of charge by Notary Public Offices.
Once carried out, the AEV will have a validity predetermined by the applicants and can be accessed at any time and from anywhere in the world through the e-Notarial website or app.
The development of the AEV had the of the State's Special Secretariat for Modernization and the National Civil Aviation Agency (ANAC) in a t effort by the entities for the implementation of technological procedures and use of the document throughout Brazil, having gone through a sequence of practical tests with the main airlines in Brazil, ensuring security in the identification of parents, guardians and minors on domestic trips.
