The Government of Rio reduced the Tax on Goods and Services (ICMS) levied on aviation kerosene (QAV), which now has a rate of 7% until the end of 2035, regardless of the weekly seat offer of each company that operates at state airports.

The measure is contained in Law 9.281, authored by the State Government, which was sanctioned this Wednesday, the 26th, by Governor Cláudio Castro.

“In addition to being an important measure at this time of the pandemic, in which airlines have been heavily affected, both nationally and internationally, it is also a way found by the State Government to expand the offer of flights at Rio de Janeiro airports, especially Tom Jobim, who has incredible growth potential”, argues the governor.

Cargo or enger airlines that operate at airports in the state will be entitled to the percentage - whether by their own operation, d, contracted company or codeshare (when there is a mutual aid agreement between airlines that transport engers with tickets from other companies).

The norm will apply both to companies that operate in hubs (airports considered international hubs for flight connections) or in airports in the interior.

“The measure is strategic. In Brazil, aviation kerosene represents around 35% to 40% of airline costs, as these are dollarized costs. Worldwide, the average is 16,4%”, explained the Secretary for Economic Development, Energy and International Relations, Leonardo Soares, who concluded: “By reducing the rate, Rio de Janeiro will attract new airlines, also benefiting those that already operate in the state.“he adds.

The initiative is important to help the development of tourism in the state and increase the movement of airports such as the International Tom Jobim and increase the state's air flow.

"The project could put Rio de Janeiro on a par with other states that, due to better tax conditions, attract more flights. Just with the news of the project deliberation, many companies became interested in Tom Jobim, who needs to recover more international flight frequencies”, says the state secretary of Tourism, Gustavo Tutuca.
