In practical , the treaty allows signatory states to conduct observation flights over any part of the territory of the observed State Party to monitor military activities in accordance with agreed quotas for those missions.
It is expected that the same will be done by Russia on the USA, Canada and Norway and that, as in this case, military personnel from the observed countries will be in Russian aircraft to supervise the observation flights.
