Amapá reduces ICMS for Aviation Kerosene, in return for having more flights

The president of the Tourism Commission of the Legislative Assembly of the State of Amapá, deputy Edna Auzier (PSD), presented to road operators the validity of Decree No. (QAV) and aviation gasoline (GAV), sold in the state, so that the tax burden results in a percentage equal to or greater than 3.967% of the value of the operation.

The document presented during Festuris, held earlier this month in Gramado, Rio Grande do Sul, was the incentive charged by operators to review the number of daily flights to Amapá and also the air network, which resulted in an increase in the value of tickets, mainly to the capital of Pará.

According to the committee's president, the discussion began at Expo Abav and Collab, held in Fortaleza, in October, where it met with businessmen and operators.

“The meeting was productive; operators were very interested in reviewing the number of flights to the state, but conditioned the proposal based on a government incentive which guaranteed the existence of the Decree that confirms the reduction of the ICMS rate”, said the deputy. “They still didn’t have knowledge of the document”, he added.

According to the deputy, the reduction of the ICMS rate for air transport companies is conditional on the consideration that they maintain or increase the offer of flights for engers embarking or disembarking in Amapá.

In order to have access to the benefit, companies must meet, in addition to the rules and conditions established in the domestic tax legislation, the following requirements: be ed in the Taxpayers ; be in good standing with your tax obligations; have a contract for the concession of regular public air transport services for engers or cargo, issued by the National Civil Aviation Agency (Anac), containing the plan for the airlines to be operated; have an ETA issued by Anac and have a flight authorization approved by Anac (HORTAN).

“This demonstrates the governor's interest in companies offering more flights and, at the same time, he understands the need to heat up the economy of our state, to generate more jobs and provide opportunities for travel agencies, which are in great need of this return from the government, after pandemic, and our political action”, said the chairman of the commission, deputy Edna Auzier.

 

Green Seal

The president of the Tourism Commission of the Legislative Assembly of the State of Amapá, deputy Edna Auzier clarified that in addition to the ICMS incentive, the issue of the green seal is being debated, which is a certification that highlights the environmental responsibility of companies in carrying out their activities with the lowest possible environmental impact and serves to inform the public through a certain logo that the enterprise adopts the best constructive techniques for the environment and for the reduction of the consumption of natural resources.

“It is a point that needs to be discussed and debated in the best way so that this cannot hinder the offer of more flights to the state. We are now going to meet with them (businessmen), the governor, the representative of Abav Amapá, and I have no doubt that we will be able to reach a consensus and bring these companies here to have more flights, enabling the agencies to sell more and at the same time at the same time allowing the population to travel more”, highlighted the legislator.
