The National Civil Aviation Agency (ANAC) opened this Wednesday, May 22nd, the Sector Consultation No. 03/2024 with the regulatory proposal for issuing licenses and qualifications for vertical takeoff and landing (VTOL) aircraft Vertical Take-Off and Landing). The document presents the Agency's current vision on how the first pilots of these new aircraft can be qualified.
Among the highlights of the document is the creation of a new category of licenses, VCA (from English, VTOL Capable Aircraft), similar to the proposal made by the European Aviation Safety Agency (EASA), for which there will only be type ratings. The text also covers the paths that should be followed by professionals already qualified as commercial airplane and helicopter pilots, as well as candidates with no experience. The proposal also discusses training of instructors and examiners.
It is worth noting that due to the initial stage of the matter, the document is not a proposal for a Brazilian Civil Aviation Regulation (RBAC) or Supplementary Instruction (IS). ANAC continues to study the topic, participating in international study groups and discussing with manufacturers the paths that should guide the issuance of these licenses and qualifications. This is the first broad consultation carried out by the Agency on the subject and presents general ideas for the challenge presented by these new technologies.
