ANAC presents new regulatory model for agricultural aviation

The National Civil Aviation Agency (ANAC) presented this Tuesday (6th), in a participatory meeting, a new regulatory model for agricultural aviation.

The proposal is the result of analyzes and consultations carried out with the sector, as well as studies and technical planning, and aims to modernize the Brazilian Civil Aviation Regulation (RBAC) nº 137, a rule that regulates the activities of the agricultural aerospace segment and is part of the Agenda Agency Regulatory.

Director Ricardo Catanant indicates that, in the proposal, there is the intention to prioritize preventive actions instead of inspection and punitive ones in order to bring a safe condition to the regulated. According to the director, “the reduction or elimination of excessively prescriptive requirements can facilitate the regularization and entry of new companies in the market”.

The new model aims at simplifying procedures to reduce bureaucracy and contribute to regularization, in addition to providing clearer and more direct access to necessary information for operators. These modernizations are premises of the actions of the Simple Flight program.

The specialist from the General Aviation Operations Management, Eduardo Braghetto, presented what will be the changes in the regulation for agricultural aviation and what should remain.

Changes will be made to the minimum structure of commercial operators, certification of operators, inspection and risk management of the operation. Promotion and awareness actions were also proposed with the aim of making information more accessible.

The expert indicated what remains in the regulation, such as applicability (valid for commercial and non-commercial), exclusive landing strips for agricultural aerospace, filling in the logbook, operational requirements, protection of third parties and particularities.
