The National Civil Aviation Agency (ANAC) hosted in Brasília, from March 20th to 22nd, the new edition of the Slots. Unlike previous years, the updated version of the training addressed the changes and implications of the new standard of slots, Resolution No. 682, of June 7, 2022, marking a significant stage in the sector's adaptation to the new guidelines.
The course content also covered other relevant topics, such as the process of coordination and allocation of resourcesLots, monitoring slots and the international communication protocol in Chapter 6 of the SSIM manual, from the International Air Transport Association (IATA).
The event was attended by representatives of national and international airlines, and coordinated and facilitated airports.
In relation to airlines, the highlight was the presence of representatives from the national companies Azul, Gol and Latam, in addition to the international presence of Taag. Domestic cargo companies, such as Modern and Total Express, and OMNI, an air taxi company, also attended.
Among the airports with representatives in the Slots Course, the coordinated ones, such as Congonhas and Guarulhos, and the facilitated Brasília, Galeão and the Vinci Group and Fraport airports stand out. The presence of these operators confirmed the relevance of the topics covered for the operation of these airports.
Understand the coordination of sLots
The process of coordinating slots of ANAC is aligned with international standards (WASG, acronym in English for Worldwide Airport Slot Guidelines), which foresee a better adjustment of the air network at airports with demand greater than the available infrastructure (coordinated airports) and the best possible use of this infrastructure.
In addition to ANAC's participation in IATA's international forums, such as the Slot Conference, which brings greater integration and synergy between coordinators and airlines around the world to make adjustments to slots (flight landing and takeoff times) at globally coordinated airports, ANAC also organizes similar events in Brazil such as the National Conference on Slots, in January and August. On these occasions, airlines and airports hold schedule adjustment meetings, which makes scheduling the country's airline network more effective.
Another aspect of extreme importance is the procedure for monitoring the use of slots, through which ANAC evaluates air operations that do not comply with the allocation of slots previously defined. This involves promoting necessary adjustments with airline companies, aiming to improve the performance of operations at Brazilian airports and, consequently, improve the quality of air services provided.
The most recent review of the regulation of slots in Brazil (Resolution No. 682/2022) introduced mechanisms that have the potential to stimulate greater competition in the air transport market, such as criteria in the allocation of slots that encourage competitiveness at coordinated airports, differentiated criteria for airline access to Congonhas Airport and the implementation of the secondary market for slots (assignment of slots), which can facilitate the entry and exit of new airlines at a given airport.
Effect of the new rules
From Resolution No. 682/2022, for example, it was observed that the allocation of slots at Congonhas Airport increased the participation of airlines without a previous significant presence. By stimulating competition, the measure can result in greater benefits for society.
