ANAC approves changes in the public notice of the Airports that will be granted, without Santos Dumont on the list

In compliance with the new guidelines of the National Civil Aviation Secretariat (SAC), of the Ministry of Infrastructure (Minfra), the National Civil Aviation Agency (ANAC) approved, this Wednesday (23/2), adjustments in the drafts of the notice and of contracts for the 7th round of airport concessions, which will be added to the process already under analysis by the Federal Court of Auditors (TCU).

The new legal documents consider the exclusion of Santos Dumont Airport, as well as the reformulation of the original configuration of the blocks, now totaling 15 airports.

Following SAC/Minfra guidelines, the composition of the three airport blocks to be auctioned was organized as follows:

General Aviation Block – formed by the airports Campo de Marte, in São Paulo (SP) and Jacarepaguá, in Rio de Janeiro (RJ). The minimum initial contribution is R$138,3 million. The estimated value for the entire contract is R$ 1,7 billion.

North Block II – comprising the airports of Belém (PA) and Macapá (AP). The minimum initial contribution is R$56,6 million. The estimated value for the entire contract is R$ 1,9 billion.

Block SP-MS-PA-MG – comprising Congonhas airports, in São Paulo (SP); Campo Grande, Corumbá and Ponta Porã, in Mato Grosso do Sul; Santarém, Marabá, Parauapebas and Altamira, in Pará; Uberlândia, Uberaba and Montes Claros, in Minas Gerais. The minimum initial contribution is R$255,2 million. The estimated value for the entire contract is R$11,4 billion.

 

Rules of the 7th Airport Concession Round

The 7th round of airport concessions proposes flexible regulation, compatible and proportional to the size of each airport in relation to tariffs, investments and quality of services, following the example of what already happened in the 5th and 6th rounds. The requirement regarding the level of service will adhere to the reality of each airport, always aiming at the best service to the .

The same bidder can bid for all three blocks. The minimum technical qualification requirement of the airport operator will be proof of processing experience, in at least one of the last five years, of 200 thousand engers or 17 thousand aircraft movements for the General Aviation Block, 1 million engers for the North Block II and 5 million engers for Block SP-MS-PA-MG.

The concession of the 7th round of airports was qualified in the Investment Partnerships Program (PPI) through PI Resolution No. 145, of December 2, 2020, and Decree No. 10.635, of February 22, 2021.
