International reference in aviation safety in of regulation and compliance with high standards of technical requirements. This is how the Foreign Aircraft Safety Assessment Agreement (Safety Assessment of Foreign Aircraft – SAFA), signed by the National Civil Aviation Agency (ANAC) and the agency European for Aviation Safety (EASA), this week.
With a signed commitment, Brazil will become the first Latin American country to adhere to this program. The g of the agreement results from the intense collaboration existing between the two civil aviation authorities and establishes technical cooperation for the collection and sharing of information of interest to the safety of aircraft used by operators from third countries, subject to ramp inspections.
The deal will bring benefits to the Agency, such as access to all reports from the SAFA program database and relevant data from operators of Brazilian Civil Aviation Regulation (RBAC) No. 129 (foreigners) and RBAC No. 121 (Brazilians) ), the standardization of ramp inspections using a system adopted by more than 50 countries and the active participation of ANAC in the forums of the SAFA/EASA Program.

Safety in aviation operations has been included in ANAC's priority agendas. The Provisional Measure of Simple Flight (MP 1.089/2021), resulting from a program created by the Agency and the Federal Government in 2020, with the aim of modernizing and reducing bureaucracy in the Brazilian civil aviation sector, was approved by the Federal Senate, this Tuesday (17).
Focusing on the safety of operations, one of the changes brought about by the MP was the elimination of the process for granting air services, which allows the Agency to focus its efforts on the certification procedure for airlines.
With the change, exploration for air services became less bureaucratic, with emphasis on safety and legal criteria such as: completion of the certification process required by ANAC; use of airworthy aircraft compatible with the intended service; and ensuring the maintenance of the technical and operational conditions defined by the Agency.
Another important change brought about by the Simple Flight MP is related to the definition of concepts and categories of air services.
As these definitions may vary according to the type of service provided and evolve with the development of the civil aviation system, the task was reserved to the infralegal norm, under the competence of ANAC, always observing the security measures applicable to each category. The objective is to promote greater efficiency and safety in the provision of these services.

The CEO of ANAC, Juliano Noman, was invited by the Civil Aviation Authority of Singapore Civil (CAAS) to participate in the event Changi Aviation Summit between May 17th and 19th, in Singapore, when the cooperation agreement described above was signed.
The event was attended by high-level representatives of civil aviation authorities, international organizations and industry, with the aim of discussing the economic recovery of international civil aviation in the post-pandemic context, innovation and environmental sustainability.
Noman also met with the director general of the UK Civil Aviation Authority, Rannia Leontaridi, for a dialogue on bilateral cooperation between the two civil aviation authorities, in particular coordination for the 41st Assembly of the Aviation Organization Civil Society (ICAO), which will take place in September and October of this year
