ANAC (National Civil Aviation Agency) opened this Monday (15) Public Consultation No. 04/2023, on the amendment to the Brazilian Civil Aviation Regulation (RBAC) No. 61. The proposed rule emerged within the scope of the Program's actions Simple Flight, launched by the Agency in October 2020, and provides for the simplification of regulations that establish the frequency of flight simulator training.
The text aims to expand, for type ratings of pilots operating in general aviation (RBAC nº 91), the maximum period between two consecutive flight simulator training (FSTD) from 12 to 24 months. The extension will apply to pilots who hold a PLA license (airplane or helicopter) and who demonstrate, in a given type of aircraft, the completion of three consecutive training sessions at the Civil Aviation Training Center (CTAC) and have at least 500 hours of flight experience on the type. The extension also depends on maintaining the pilot's recent experience in that type of aircraft.

With the proposal, the Agency seeks to bring greater economy and rationality to the system with regard to recurrent type rating training, ensuring the focus on operational safety.
In addition, ANAC has been seeking alternatives to promote the availability of flight simulators (FSTD) in Brazil, including the possibility of using the Aviation Fund. This proposal aims to reduce pilot training costs, which are mostly carried out in other countries, in addition to increasing the supply of aircraft simulator models, since there is a reduction in the number of training devices available in training centers. international trainings.
