Since Wednesday night (21), messages regarding flights departing from Brazil or ing through Brazilian airspace have been sent from the Air Navigation Management Center (CGNA) to the Network Management Operations Center (NMOC) of the European Organization for the Safety of Air Navigation (EUROCONTROL), based in Brussels, Belgium.
This exchange of information is one of the results of a cooperation agreement signed between the Brazilian Air Force (FAB), through the Department of Airspace Control (DECEA), and EUROCONTROL.
The model designed establishes that when an aircraft takes off from a Brazilian international airport or crosses, for the first time, our airspace, bound for Europe, an FSA warning (First System Activation) is triggered to the NMOC-EUROCONTROL. This is made possible by an Air Traffic Management (ATM) system called the Airspace Current Information Sharing Platform (PCICEA).

Various information about the flight is sent throughout its route until it leaves the airspace under Brazilian responsibility, that is, after crossing the last sector of the Flight Information Region (FIR) of the Atlantic Area Control Center (ACC), of the Third Integrated Air Defense and Air Traffic Control Center (CINDACTA III), headquartered in Recife (PE).
On the other hand, the EUROCONTROL Operations Center also carries out the data exchange action for aircraft originating in Europe, or those crossing the skies of the continent, destined for Brazil or other countries where they fly over Brazilian airspace.
The conclusion of this t work took place after a process carried out in phases, including the sending of test data, with the aim of checking the quality of information and protocols, to the exchange of real and dynamic data via B2B (Business to Business) , that is, through structured messages.
SWIM (System Wide Information Management) was used as a base. Recommended by the International Civil Aviation Organization (ICAO), SWIM refers to increased situational awareness through the exchange of information in real time, with assurance of data quality, integrity and security. It is a worldwide concept, which brings a paradigm shift in the provision of aeronautical services and information security.

“Now with data validated and activated in the operations of EUROCONTROL's Advanced Tactical Flow Management System, there will be substantial benefits to the predictability of flights, as all participants involved in Air Traffic Management will have more accurate information about them. EUROCONTROL usually uses a term to describe this exchange of up-to-date information: Global Connectivity”, highlighted the Brazilian Liaison Officer at EUROCONTROL, Major Aviator Deoclides Fernandes Barbosa Vieira.
“This will help to avoid surprises on the EUROCONTROL Network Management monitors, as flights to Europe will be monitored by sending messages. Thus, EUROCONTROL will be able to plan its demand in real time, with updated information about traffic. And this is very valuable for an effective balance between capacity and demand”, added the officer.
Benefits include reduced aircraft congestion on the ground, as well as reduced holding patterns in the air. In addition, it provides better knowledge of traffic peaks, in airspace and airports, and provides more efficient operations for engers.
“Brazil will certainly benefit from this exchange, having access to the navigation data sent by the EUROCONTROL Operations Center related to flights coming from its area. The Airspace Current Information Sharing Platform, genuinely Brazilian, was developed by CISCEA [Commission for the Implementation of Airspace Control Systems] in partnership with the national company ATECH. Today, the platform is ready to use the information coming from EUROCONTROL. Thus, our balance between demand and capacity can also be improved”, highlighted CISCEA's Project Manager, Marcos Abreu.
This Wednesday (21st), upon receiving information about the flights, the representative of EUROCONTROL sent the following message (translated from English):
“I confirm the receipt and processing of FSA data from Brazil by the ETFMS operating system! An AIM [Aeronautical Information Management] has been released and informs the aviation community of this important achievement. It's time for joy! Our collaboration was consolidated: the NM-DECEA information exchange began on November 21st. The global exchange of information between EUROCONTROL-NMOC and DECEA has become a reality. Congratulations! We defied geography: Europe and Brazil got closer, and this is just the beginning.”
