Centralization of Flight Plans brings even more efficiency and safety to Brazilian airspace

The Department of Airspace Control (DECEA), through CISCEA (Commission for the Implementation of the Airspace Control System), implemented a new management system for Brazilian airspace.

The Centralization of Flight Plans, developed together with Atech, a company of the Embraer Group, is responsible for unifying the processing of all flight plans in national territory. 

  • A new system went into operation this Sunday, the 11th, and involved the participation of more than one hundred professionals from DECEA, CISCEA, CGNA and Atech. The Centralization of Flight Plans will unify flight data throughout the national territory

The objective of the project is to standardize a single path for all these messages aimed at using Brazilian airspace, seeking an even safer and more automated validation through the Integrated Air Movement Management System (SIGMA) – also developed by Atech .

Centralization ensures even more strategic, accurate and safe planning for everyone involved in flight operations across the country.

For the Lieutenant-Brigadier of the Air Heraldo Luiz Rodrigues, General Director of DECEA, “The adoption of the centralization of flight intentions in Brazil at the Air Navigation Management Center (CGNA) is an extremely important action for DECEA, guaranteeing the reliability and availability of the system 24 hours a day, which reinforces the vision of the Department in being recognized as a global reference in safety, fluidity and efficiency in the management and integrated control of airspace”.

Major Aviator Marcio Rodrigues Ribeiro Gladulich, Manager of the Enterprise and Head of the Operational Division of CISCEA, points out that the entire design of the project was planned for a gradual implementation, seeking the least possible impact on s of the Airspace Control System Brazilian (SISCEAB).

"Although the flight plans will follow the centralized route from April 2021, the process will be transparent, with no need to change procedures at this time."

Centralization constitutes a new paradigm for managing flight plans and their update messages. According to Colonel Aviator Marcelo Jorge Pessoa Cavalcante, Commander of the Air Navigation Management Center (CGNA), the Flight Plan Centralizer is a SIGMA module that will bring greater to the air traffic flow management service provided by CGNA – organization that allows, based on the flight intentions, the harmonization of the traffic flow.

“The fact that all flight plans and associated messages are mandatorily submitted to the Centralizer brings more efficiency and safety to CGNA activities, allowing complete and fully automated planning”, highlights the Commander of the CGNA.

The system also has the functionality to send batch plans by airlines, enabling integration between the companies' systems and the flight plan centralizer.

Aiming even greater reliability for the , the project includes features such as an alphanumeric code for unique identification of each plan (IDPLANO), ensuring the traceability of information throughout the system.

“This will ensure that the is sure that his flight plan has been sent and processed by SISCEAB, enabling greater security for air operations. The possibility of monitoring flight intentions by pilots is a crucial point for DECEA”, underscores Air Brigadier Eduardo Miguel Soares, Head of DECEA's Operations Subdepartment (SDOP).

For the development of this large-scale project, CISCEA has been working, since 2017, on the design for such an implementation.

The concept on which the Centralization of Flight Plans is based demonstrates DECEA's constant search for the development and improvement of aeronautical services for the Country”.

The Centralization of the Flight Plan will also bring system reliability and availability 24 hours a day through the new Reserve Center designed at the Instituto de Controle do Espaço Aéreo (ICEA), in São José dos Campos – SP. This Center will operate in parallel with the same processing capabilities as the main center.

Previously, flight plans and update messages took multiple paths for procedures such as analysis and guidance. The professionals responsible for flight control used different resources to perform activities, such as traceability and message validation.

The big change is in the insertion of the new SIGMA module, a centralizer that will allow the treatment of Air Traffic Service (ATS) messages Air Traffic Service).

In this way, the operators' plans and messages will be submitted to the centralizer. Then, forwarded to the Aerodrome Aeronautical Information rooms (AIS). Aeronautical Information Service) for validation. After this step, they will be sent to Organs ATS units responsible for the flight.

With the centralization of flight plans, pilots and operational flight dispatchers (DOV) will be able to monitor the processing of flight intentions at each stage. The new system stands out for being integrated and guaranteeing even more security and agility.
