The City of São Paulo released this last Wednesday (09/02) the call notice for the Preliminary Procedure for Expression of Interest (PPMI) to receive preliminary subsidies for the design, structuring and implementation of the project for the future Parque Campo de Marte and Aerospace Museum. The space will be granted to the private sector, in the Municipality of São Paulo.
The formalization of the protocol foresees the assignment of use of an area to be destined for public use. The space has about 400 thousand square meters and corresponds to 20% of the total area of Campo de Marte (in blue on the map).
The Campo de Marte Park, which includes the Museum, will be created near headway 12, behind the São Paulo Air Force Hospital (HFASP).
The expectation is that the park can be used for sports, cultural and recreational activities, in addition to being visited by locals and tourists.
With about 30 thousand square meters, the museum will have a large collection of planes, photos, publications and relics from the history of the industry and characters from Brazilian aviation. The attempt to deactivate Campo de Marte and create the museum has been taking place since 2017 by the São Paulo City Hall, this is the 2nd attempt to create Campo de Marte Park.
After years of litigation, the Municipality and the Union agreed on the allocation of the area of 400.000 (four hundred thousand) square meters located east of the Campo de Marte airfield (Figure 1), cut by the Tenente Rocha stream and facing Avenida Olavo Fontoura, opening up the possibility for the installation of the new Park that respects the environmental guidelines and serves the preservation of the native forest areas of the Municipality, as well as contemplating areas of sports, leisure and other uses, such as: restaurants, spaces for events, conveniences and other and customer service activities. The Aviation Museum can still be seen on the perimeter.
The PPMI aims to obtain inputs from the private sector and does not provide for reimbursement, having a duration of 45 (forty-five) days to send specific subsidies, without the need for prior accreditation.
The objective of the concession is to deliver to the population the fifth largest park within the municipality, with an integrated museum, which allows its use as an expansion of the exhibition area, in addition to maximizing public entertainment and leisure uses.
Individuals or legal entities, national or foreign, may participate in this PPMI, individually or in a consortium. Interested parties must adhere to certain premises:
- The legal model for eventual delegation of exploration and management of the future Park and Museum may be that of a common concession for the use of a public good or public service, including the possibility of modeling based on sponsored or istrative concessions, also known as Public-Private Partnerships ( “PPPs”);
- The operation and exploitation of the commercial activities of the Park and the Museum must be granted exclusively to any future concessionaires;
- The universality and gratuity of access to the Park, prohibiting any other form of limitation to its ission, with the exception of the costly use of equipment and services necessary to guarantee the economic and financial sustainability of the enterprise;
- Any architectural projects must respect and follow all existing environmental preservation assumptions established by the Municipal Green and Environment Department;
- Annually, for a period of approximately one week, part of the area of the future Park will be used for the implementation of the necessary logistics for the Carnival parade of the Samba Schools of the Independent League of the Schools of São Paulo.
Subsidies must be delivered in digital format, at SEDP, will be evaluated by the Preliminary Evaluation Commission, according to the Term of Reference attached to the Notice and will then be made public.
