The Chamber of Deputies' Committee on Roads and Transport rejected the 9902 / 18 Bill, from the deputy Eduardo Bolsonaro (PSL-SP), which allows armed boarding on national flights by any citizen with a valid firearm.
The rapporteur, deputy Colonel Tadeu (PSL-SP), recommended the rejection of the article. He noted that carrying a weapon in restricted areas of airport security and on aircraft is regulated internationally by the International Civil Aviation Organization (ICAO), of which Brazil is a member. The recommendation for countries, highlighted the rapporteur, is that the carrying of a weapon on board an aircraft should only be carried out by public security agents in the exercise of their duties and by security agents on board.
The National Civil Aviation Agency (ANAC), when regulating the matter, also requires proof of the need to carry a weapon on board, in order to guarantee the safety of engers and crew.
“The restriction on armed entry into certain areas and environments, by the way, is not something exclusive to civil aviation. Restriction measures are also adopted within courts and even within this parliamentary House”, said Colonel Tadeu. “The prerogative of armed boarding should be restricted to those who demonstrate the need.”
At the same meeting, Bill 10379/18, by Deputy Félix Mendonça Junior (PDT-BA), which is being processed together with Eduardo Bolsonaro’s proposal, and also the substitutive the subjects previously approved by the Committee on Public Security and Combating Organized Crime.
Conduct
The project will now be analyzed by the Constitution, Justice and Citizenship Commission (CCJ), before being voted by the plenary of the Chamber.
