The optimization of management by performance is one of the priorities of the Department of Air Space Control (DECEA), whose permanent guideline is the improvement of processes and excellence in the provision of air navigation services.
Consistent goals guide the planning of necessary activities at the strategic and operational levels.
Recently, DECEA approved the reissue of the "National ATM Implementation Plan", (PCA 351-3), which is the base document of DECEA's Strategic Program (SIRIUS Program), for the evolution of the Brazilian Airspace Control System (SISCEAB ), based on the guidelines of DCA 351-1 “Policy of the Air Force for the Control of Brazilian Airspace”, PCA 11-368 “General Plan for Control of Airspace” and DCA 351-2 “National ATM Operational Conception” .
The SIRIUS Brasil Program covers 30 projects in the areas of security; air traffic management; military operations; communications, navigation and surveillance; aeronautical meteorology; information management; search and rescue; human Resources; quality, performance and international cooperation.
In this perspective, on the 25th of May, the first real-time air traffic flow management (ATFM) monitoring applications were delivered in the Operational Data Integrator System (ODIN – Operational Data Integrator): in-flight waits and demand projection in heat map format.

The in-flight delay monitoring application performs validation processes on the radar synthesis data generated in the control units and allows the visualization of these delays and the basic information of the aircraft involved. Monitoring was already used by the Air Navigation Management Center (CGNA) in a test version.
Another piece of information being generated is the heat map, which allows the visualization of future demand (up to three hours) based on radar data for the same day and time of the previous week.
The tool allows CGNA to identify more quickly the sectors of airspace with a tendency to increase demand in the coming hours, as well as map the main flow currents in real time.

Applications are the first deliveries of the enterprise “Improvement of Performance-Based Management (PFF 022)”, of the SIRIUS Brazil Program. Its objective is to establish ATM performance indicators and automated data collection and processing processes to DECEA's decision-making process, through Performance-Based Management.
Performance Management
Cost reduction and technological evolution are recurring goals for DECEA and the development of skills that enable the improvement of SISCEAB are part of Business Intelligence (BI – Business Intelligence).
The use of BI, with its analysis methods and technological resources, makes it possible to obtain and distribute information generated from operational, historical and external data. Information about aerodromes, Terminals (TMA) and Flight Information Regions (FIR) – SETA Milenium were structured and made available in the Performance Indicators Management System (SGID).
The SGID is a platform for the dissemination of indicators and management information with coverage throughout the SISCEAB, which presents information on macro processes of logistics, human resources, istration and management of air traffic (ATM).
Its evolution brought the consolidation and expansion of indicators related to ATM and the development of ODIN, which makes it possible to gather aircraft movement data from different sources that collect and process this data.
The ODIN System is the result of a partnership between the Air Navigation Management Center (CGNA) and the Air Space Control Institute (ICEA), organizations subordinate to DECEA.
The benefit of using the tool will be the structuring of processes, from different sources, being treated by event, allowing CGNA greater agility in queries and accuracy in information based on the equivalence of information contained in the database.
“The CGNA is a point of reference in collaborative actions because it promotes dialogue between the entities involved. It is an important organization in the context of Brazilian aviation”, highlighted the Chief of the Operations Subdepartment of DECEA, Air Brigadier Eduardo Miguel Soares.
Information for Air Traffic Flow Management (ATFM) is intended to maintain safety and optimize air traffic flow in Brazilian airspace, based on daily forecast scenarios. Its target is the survey of the result required for decision-making guided by these data and the use of indicators for actions.
Thus, DECEA, the organization responsible for providing the air navigation and traffic management service, in an area of 22 million square kilometers, maintains its pioneering vocation in the application and implementation of the goals established by international agreements, advocated by the Civil Aviation Organization International (ICAO).
