Curitiba Airport Airports Handling Holiday

This Wednesday, the Collegiate Board of the National Civil Aviation Agency (ANAC) approved the auction notice and the draft contract and annexes of the sixth round for the concession of 22 airports grouped in regional blocks.

The legal documents were subject to public consultation, which received 454 contributions, and are now being analyzed by the Federal Court of s together with the technical, economic and environmental feasibility studies approved by the Ministry of Infrastructure.

After ANAC's deliberation, the Federal Court of Auditors analyzes the process that provides the model for expansion, maintenance and operation of the airports of Curitiba/PR, Foz do Iguaçu/PR, Navegantes/SC, Londrina/PR, ville/SC, Bacacheri/PR, Pelotas/RS, Uruguaiana/RS and Bagé/RS, forming the South Block; from the airports of Goiânia/GO, São Luís/MA, Teresina/PI, Palmas/TO, Petrolina/PE and Imperatriz/MA, forming the Central Block; and the airports of Manaus/AM, Porto Velho/RO, Rio Branco/AC, Cruzeiro do Sul/AC, Tabatinga/AM, Tefé/AM and Boa Vista/RR, forming the North Block.

 

Round participation rules

The great innovation of the round is the clause that allows the bidder individually or represented by a consortium to hire a legal entity that holds the technical qualification required in airport operations, increasing the number of participants and generating greater competition in the event. If the bidder chooses to form a consortium, one of the must be an airport operator with a minimum participation of 15% and proven experience.

In all cases, recent experience in processing engers in a volume compatible with the contracts that will be assumed by the concessionaire is required. Thus, the operator or legal entity offering technical assistance must prove that it has operated, in at least one of the last five years, 5 million engers for the South Block and 1 million engers for the other blocks.

As in the fifth round, the same bidder can win in the three blocks as long as it offers the best proposal and meets the experience requirements of the public notice, in addition to maintaining the contractual and operational responsibilities of the concessionaire, being responsible for complying with the Concession Agreement and the security requirements applicable to the sector.

 

Expected initial contribution

Together, the terminals for 11% of paid engers handled in the Brazilian air transport market. In 2019, there were 23,9 million departures and arrivals at airports in this round.

The duration of the concession contracts for all airports is 30 years.

For the North Block, the minimum expected initial contribution is R$38,7 million. The estimated value for the entire concession contract is R$4 billion. The minimum initial contribution for the South Block is R$408,2 million. The estimated value for the entire concession contract is R$8,9 billion. The minimum initial contribution from the Central Block is R$22,5 million. The estimated value for the entire concession contract is R$4,9 billion.
