Last Thursday (11), the Air Force Command held the ceremony of handing over 120 Property Deeds to families relocated in the 1980s, as a result of the creation of the Alcântara Launch Center (CLA).
The event was attended by the President of the Republic, Jair Bolsonaro, accompanied by the Minister of Defense, Fernando Azevedo e Silva, and by the Air Force Commander, Air Force Lieutenant Antonio Carlos Moretti Bermudez.
Honoring an old liability, the first records of Donation Contracts for rural and urban lots were handed over to the relocated families in the area.
During the ceremony, representatives of the Ponta Seca, Cajueiro, Pepital, Soassim and Espera agrovillages received their titles. Today, each family has received a rural plot of 15ha, an urban plot of 1.000m² with a 72m² masonry residence.
One of the residents is retired professor Luiz Diniz, from Agrovila Cajueiro, who commented on the importance of receiving the Individual Property Title. “Now, with us receiving this definitive title, I feel like I own it and everyone feels like I own it. I'm sure it's mine", he said.
For the Air Force Commander, the event also marked the integration between aerospace activity and sustainable local development, aiming to bring economic benefits at the local and regional level, as well as scientific and technological progress.
“This is a milestone in the trajectory of those who seek to provide a true sense of inclusion and citizenship. It is with a feeling of pride in being Brazilian that I witness the irrefutable demonstration of sensitivity by the President of the Republic, when delivering the property deeds referring to the Relocation Process necessary for the implementation of the Alcântara Launch Center”, informed.
According to the Director of the CLA, Colonel Aviador Marcello Correa de Souza, the delivery of property titles is a watershed for the Brazilian Space Program. “This achievement also coincides with the crowning and closing of the suborbital cycle of the Alcântara Launch Center. The CLA has reached the training stage and is now ready to start operations on orbital vehicles. Thus, the Center is moving into a more advanced phase of development”He explained.
At the ceremony, President Jair Bolsonaro stressed that the act symbolized the Federal Government's commitment to the families living in the agrovilas that were established around the CLA. “Dear friends and residents of Alcântara, who now receive, in addition to the property title of 15 hectares, also the title of ownership of an urban area of 1000m², with a residence. Congratulations to you, who have waited more than 30 years”, said.
History
At the end of the 1970s, the Federal Government conceived a daring program, aiming at the design, development, construction and operation of national satellites, to be placed in orbit from a launch center located in Brazilian territory.
In this context, the Municipality of Alcântara was chosen to house the new Launch Center mainly due to its position close to the equator and geological and climatic stability.
Such factors greatly favor rocket launching activities and make the Brazilian Center the best located in the world. After all, for the implementation of the CLA Project, it was necessary to expropriate an area of 62.728,31 hectares.
The Transfer and Settlement project was voluntary, considering the fact that it was not an agrarian reform program, the objective was to enable the implementation of the CLA.
The Special transfer and settlement project, carried out by the Alcântara Launch Center, aims at the integral development of the Agrovilas communities, through the gradual improvement of the socioeconomic structure of the families, without harming their habits, customs and culture, in addition to improving the agriculture and livestock of the settlers.
Thus, the CLA opted for a cautious and gradual process for the introduction of new planting techniques, crops, selected seeds, incentives and improvement in the creation of small animals, with the donation of matrices, implementation of olericulture and fruit growing projects and mechanization of the houses of flours, thus aiming and building an adequate production model compatible with the size of the land received.
The Alcântara Launch Center, with the purpose of settling the settlers in the Agricultural Districts and providing a better socioeconomic condition to the populations, asked the Maranhão Regional Superintendence of the National Institute of Colonization and Agrarian Reform (INCRA), that the settlement in the area of CLA was recognized as a Federal Settlement, which happened with the edition of Ordinance INCRA/SR-12/Nº 14, of February 23, 1995, thus enabling the participation of small producers in the Special Credit Program for Agrarian Reform – PROCERA, now known as the National Program for Family Agriculture – PRONAF.
