Federal Government launches 'Aeroportos+Seguros' and raises the level of security in the main Brazilian terminals

“Aeroportos+Seguros” has arrived, a program that brings together high technology to increase the protection of engers and luggage in the main Brazilian airport terminals. The initiative foresees, among other measures, the installation of more cameras and more lighting at check-in and in the baggage areas; biometrics to identify engers and employees; monitoring and inspection of luggage on conveyor belts; new x-ray equipment, body scanners, and liquid and explosive detectors.

Developed by the National Aviation Agency (ANAC) and the Federal Police (PF), in coordination with the Federal Revenue of Brazil (RFB) and the ministries of Ports and Airports (MPOR) and of Justice and Public Security (MJSP), “Aeroportos +Seguros” aims to increase the level of airport security in the country and modernize procedures and technologies used in security against acts of illicit intervention (also known as aviation security, or AVSEC) at Brazilian airports. 

 AVSEC is a specific field of aviation security that directly deals with the prevention of illicit acts in air and airport activities. Actions such as random search of engers and inspection of luggage are part of AVSEC actions, including aspects related to luggage storage, use of safety equipment and identification of engers and crew, among others. 

 “It is essential to increase security at our airports. Even when granted, the responsibility is everyone's. The Federal Government is doing its part in this sum of efforts to avoid situations such as the regrettable episode of the exchange of suitcases involving two Brazilian women, which occurred recently”, highlighted the Minister of Ports and Airports, Márcio França. 

 For the director-president of ANAC, Tiago Pereira, the “Airports+Seguros” program arrives to reinforce a work that the Agency has already been improving in recent years, but which, now with the initiative, tends to accelerate the updating of Brazilian terminals and elevate them to the very latest in airport technology. “Our aviation is already considered one of the safest by the international community and, now, we are adding the last word in technology to the sector against acts of illicit interference”, reinforced the director.

 The first phase of the “Airports+Seguros” program will be implemented at Guarulhos International Airport and foresees measures that involve the increase of security in the enger and baggage circulation areas, with the modernization of inspection equipment; increase in access control systems and procedures for vehicles, equipment and people in operational areas; restriction of electronic devices in aircraft maneuvering areas; control for activating luggage mats in the check-in areas, and segregation of an exclusive area for luggage, in addition to expanding employee access controls via biometric recognition.

 The choice of Guarulhos Airport as the first terminal to receive the “Aeroportos+Seguros” program took into the relevance of the terminal for Brazilian civil aviation. Guarulhos is the busiest domestic and international airport in Brazil. Based on the experience with the São Paulo terminal, incremental security measures should be implemented in other major airport terminals in the country.

With a view to ensuring airport modernization, “Aeroportos+Seguros” provides, within its scope, the deduction of investment values ​​in security from grants owed to the National Civil Aviation Fund (FNAC) by Brazilian airports. Once the modernization of equipment within the scope of the program is justified, the participating concessionaires will be able to plead with ANAC, through requests for economic-financial rebalancing of the contract, the recomposition of duly proven disbursements.

 With “Aeroportos+Seguros”, Brazilian civil aviation, currently known as one of the most reliable in the world, will reach an even higher level in of security, as well as the prevention of illegal acts at airports.
