The Minister of Infrastructure, Tarcísio Gomes de Freitas, participated, this Tuesday (26/02), in a public hearing at the Infrastructure Services Commission of the Federal Senate, where he presented the Ministry's main projects and actions.
The expansion of partnerships and dialogue with the private sector, in order to attract the sector to unlock investments in Brazil, was one of the points highlighted by the minister.
“We have to be able to show foreign investors that Brazil is a safe haven to invest in and that our projects are well structured and with full legal security”He explained.
Within the 100 days of the President of the Republic, Jair Bolsonaro, the Federal Government will carry out 23 project concessions in the area of infrastructure, including the 12 airports, divided into three blocks (Northeast, Southeast and Midwest).
After the auction of the 12 airports on March 15th, Tarcísio Gomes de Freitas again highlighted that the Federal Government will publish the studies of a sixth round – also in a block – with 20 airports.
Foreign Capital and ICMS
Another topic addressed was the approval of Provisional Measure 863/18, which authorizes 100% foreign capital in airlines. “We already have some low cost companies that are ready to enter Brazil, just waiting for approval. In Brazil, we have little competition and with new players we will have more”, evaluated Freitas.
On the occasion, the minister also cited the example of states that reduced the values of the Circulation Tax on Goods and Services (ICMS) for aviation kerosene, such as the state of São Paulo, which dropped from 18% to 12% and, with that , increased the number of air routes.
